The funny thing is that Cheney isn't the scariest looking guy in that photo. That guy on the right looks like he just finished a tour around the neighborhood in an ice cream truck with a false bottom freezer.

Yeah, birdshot from a 28-gauge is a whole lot less lethal than buckshot. And he had to have been pretty far away even then, or the pattern would have been a lot tighter.
I believe his upper chest area received the bulk of the load, Ab. As Moon pointed out to me, it's a good thing it was steel shot; lead would have penetrated a lot deeper. Plus, the doctors would have had to remove every pellet so as to prevent lead poisoning.
